How Does a Laser Pointer Help Blind People?

I saw a blind person using some sort of laser pointer instead of one of those sight sticks. How does that work?

It’s a laser ranging system(like a radar but using lasers). They detect obstacles, stairs, curbs, etc… and relay information to the user with audible tones or tactile information.

A laser ranging system works by sending out a pulse of beams and timing how long it takes the pulses to reflect back.
